Foster Exploration

How do you create an architecture that will foster exploration?
Problem
Take a large collection of related photographs are organize them so that a user will be inclined to explore the collection. Exploration is key, and being able to form relationships between these photographs, or allowing the viewer to form relationships will enable the user to explore.
Materials
You will need to acquire a collection of at least 40 photos (80 would be better). This could be a collection of family and friends. It could be all the images that the mars rover has taken to date (http://marsrovers.jpl.nasa.gov/home/). It can not be a collection from a stock photo book — there are not enough relationships between these photos.
Form and Process
Open: analog/digital, static/dynamic, poster/book you can do anything you want, as long as you allow relationships to form between the photos. I suggest you get a small sample of your photos together and think about how they can be related. Let these relationship dictate the form in which your solution takes.
